The school got a couple of SATZ ZPS30 3A psu's a couple of years ago as a colourful alternative to the new light version of ZP9130 for A-level
We haven't used them very much, but today for the resistivity in a wire RP they came out. Results were awful so I looked at them & it seems they just go through a cycle of giving OP of 1v through to 4.5v up & down without stopping.

Any ideas, except for binning them?

It might be they are running out out current and closing down. Then staring again and just going through that cycle.
