Old fashioned duplicator is probably the best way to do something like this. But goodness knows where you would find one, or how you would get the stencil made up for it.

Do you not have a reprographics department with a cheap (relatively) means of printing stuff in bulk?

Blimey! I remember the banding machine we used to have in the church office. Can't remember how it happened, but I somehow got volunteered back in the 80s to help out with the production of the church mag .... loads of copies!
